Forum(LDDF) |

The forum is formed by 23 representatives from each of the following
villages : Bumbana, Indwana, Seplan from Cala, Ndonga Zingqolweni,
Ntlalontle, Greyspan, Stony Croft, Percy, Maqhashu, Upper and Lower
Bengu, Upper and Lower Lanti,Luqolo, Mtyhintyini, Mbinzana, Dudumashe
and Holi in Lady Frere, Rwantsana, Southeyville, Tsakana, Upper
and Lower Mcambalala, and Ntlonze in Cofimvaba

under Chris Hani District Council whose head office is Queenstown
in the Eastern Cape.
The LDDF is elected by a conference council which is formed by
6 delegates from each of the 23 villages. An executive of 6 office
bearers and 3 additional members . The first executive of the forum
was as follows:

members: Messrs Mgodeli and Kamteni chairperson and deputy respectively,

treasurer and Miss N Samyala organiser together with Mrs N Nkompela,Mr
Z Memani and M r B Mngqibise as additional members. |

The LDDF participated in a survey initiated by the CSIR to determine
local resources and needs and the following top priorities were
identified : Water supply and sanitation, energy and electricity,
agriculture and forestry, job creation through small and medium
enterprises and transport, infrastructure and communication. The
forum has developed with its partners a strategy plan for sustainable
development rural development and poverty alleviation and is all
ready in the process of implementing the first phase of the project
with their technology development partner CSIR Job creation projects,
which have been initiated in Lubisi during 1997, include:
- Roads upgrading through training of a team of 15 people.
- Garment production with a sewing group of twenty people.
- Fishing at the Lubisi dam where six teams of people grouped
in three's are able to take fifty tonnes/year of fish from the
dam.
- Cotton was planted on six hectares in Lanti village.
- Production of wooden toys for export to Europe.
- School leavers opportunity training was conducted in Grahamstown.
- Upgrade of wool prices through better purchasing channels.
- Boat building for sales to other fishing projects via Rhodes
University.

The Lubisi Center

The centre was built in 1997 by means of
mud bricks made by local people. CSIR and Group 5 donated the building
funds and the building committee in charge of the project were Messrs
Matoti , Vinqi and M Ngemntu, and Miss T Mdaka under the guidance
of Clive Norton and Uwe Kahl. It consists of three 3 roomed roof thatched
bungalows, a gate house, conference room, a kitchen , 2 office rooms
, a tractor port and toilet facilities. |
| Water and electricity is generated by a
wind turbine which was funded by a Scottish Company. It is fenced
with common barbed wire. Visitors and tourists are accommodated for
a fee in the bungalows. The conference room is rented for meetings
and conferences' purposes. |
